Secondment Approach

One of Risk Solutions’ consultants, Jonathan Hyde, was selected by the National Audit Office for a 17 month secondment as a full time member of the ICT Systems Analysis team, to help create a step change in their approach to auditing the value for money of government ICT systems.

Scope of Work

During this time he constructed a financial and performance analysis framework for studies involving ICT, to improve the quality of evidence and recommendations to Parliament. He also contributed to the design and delivery of several value for money studies, auditing the value of using ICT to improve government services.
The studies in which Jonathan played a major part included; mobile technology for policing, back office shared services, legacy systems, universal credit, and the development of an agile approach to programme delivery.
During the secondment Jonathan also represented the NAO, speaking at six conferences; Data Management, Open Data, Cloud Computing, Modernising Policing using ICT, the Public Services Network, and Shared Service Reform in Government.

We have also gained valuable insight into the inner workings of the NAO, for example, the process of writing NAO value for money reports, and negotiations with government departments to reach agreement on study evidence and conclusions.
