This is a £104 million delivery partner contract that combines methodological rigour, policy insight, and digital innovation to embed learning at the heart of environmental policymaking.  Under the MEL we deliver, with ICF,  ground breaking system mapping, theory of change and evaluation framework design services to Defra and Natural England.
